With reference to your telegram 2nd December Hong Kong Whampoa Dockyard able to undertake forthwith building three and perhaps more steam vessels up to 450 feet 60-feet length complete in all details provided that necessary materials can be supplied. Construction would be facilitated very much if complete plans could be provided. Taikoo Dockyard states that John Swire and Sons 8 Billiter Square can furnish (?)full particulars. Their shipbuilding facilities are fully occupied in work classed as war work.
